Residential Rehabilitation Programs

The Fix-It Repair Grant

The Fix-It Repair Grant provides a grant of up to $7,000.00 to assist seniors (62+), the disabled, and low to moderate-income households with minor repairs such as painting, windows, screens, smoke alarms, handicapped grab bars, ramps, and toilets, termite treatment or tenting, fence repair or replacement and other repairs deemed appropriate by the Community Redevelopment Agency. The property must be a single-family home located within the city limits. No repayment or lien is required for this program.

 

The Emergency Assistance Grant

The Emergency Assistance Grant is designed to assist low to moderate-income, owner occupied households of single-family homes located within the city limits with extreme emergency repairs such as electrical, heating, plumbing, roofing and any other code violations which may cause the property to be extremely unsafe or unhealthy. Repairs are limited to a maximum grant amount of up to $10,000.00. No monthly payments are required. However, a lien will be placed against the property for a three-year period. If the homeowner sells, refinances or transfers title within three (3) years, the grant must be repaid.

 

Deferred Equity Loan

The Deferred Equity Loan provides loan assistance up to $25,000.00 to low to moderate-income owner occupied households of single-family residences. The loan accrues 5% simple interest annually for a period of 10 years. Upon the sale, refinance, death of owner(s) or transfer of title, the loan must be repaid. Loan proceeds may be used for the correction of code and incipient violations such as roofing, windows, painting, etc. The property must be a single-family residence located within the city limits. No monthly payments are required. H8-owever, a lien will be placed against the property.

Types of Rehabilitation and Repairs

The Residential Rehabilitation Programs are designed to rehabilitate properties by correcting code violations, potential code violations, or unsafe living conditions. Please note that the items listed will be replaced/repaired only if needed. This program is not designed for, upgrading, remodeling or room additions. Types of repairs include but are not limited to:

  • Beams, joists or rafters as needed
  • Cabinets & sinks
  • Cornices, eaves and fascia board
  • Doors
  • Electrical service and panel boxes (convert from fuses to breakers only)
  • Electrical wiring, dwelling and garage
  • Floor coverings (replace what is removed as needed)
  • Foundation
  • Furnace/heaters
  • Garage repair (per inspection only)
  • Gas lines
  • Gutters and down spouts
  • Light fixtures (replace what is removed as needed)
  • Painting or protective covering (exterior if paint is chipping, flaking, etc.)
  • Painting or protective covering for interior walls and ceilings
  • Plumbing and fixtures
  • Porches or steps (if dangerous)
  • Replacement/removal/relocation of hot water heater and metal housing as needed
  • Roof, dwelling and garage
  • Screens
  • Sewer lines and service
  • Shut-off valves (gas and water)

Frequently Asked Questions

1. What if my income exceeds the limits of the program?

You may not participate in the program.

 

2. What if I do not have proof of income?

You must submit signed Federal and State Income Taxes for the last two tax years.

 

3. I live in the unincorporated area of the City of Compton. Do I qualify for your program?

No. You may contact the County of Los Angeles Community Development Commission to see if they may be of assistance to you. The phone number is (323) 890-7239.

 

4. I have a rental house. Can I use the loan or grant to make the necessary repairs?

No. The Residential Rehabilitation Programs are for owners who occupy their home as their primary residence.

 

5. May I use the grant or loan to fix up my duplex, triplex or 4 unit dwelling?

If you live in one unit, assistance will be provided for that unit only. You are responsible for any other units that you do not occupy.

 

6. I have not owned my property for one (1) year. May I participate in the program?

No, you must have owned the property for one (1) year.

 

7. If I already had one grant or loan, may I get another grant or loan?

You may receive only one grant and one loan.

 

8. May I use the funds to repair my driveway, walkway, block wall or fencing?

No. The Program is designed to make the dwelling areas safe and livable.

 

9. What type of repairs are considered emergency?

An Emergency is a repair that is needed immediately to ensure the health and safety of the occupants. It is not a repair that is for convenience.

 

10. What types of repairs are considered minor and/or major?

Minor repairs are repairs that are of a smaller amount, size or degree of work. Examples of minor work are: replacing doors, fumigation, heater replacement, one or two windows. Examples of major repairs are: roofing, kitchen cabinets, window replacement throughout the home.

 

11. How long is the process?

The grants take approximately 3-4 months from qualification to completion of work. The loans take approximately 4-5 months from qualification to beginning the work. The Contractor has 3 months to complete all repairs for the loan.

 

12. Is the grant or loan money given to the contractor or to me?

The state licensed contractor is given the funds upon approval of the owner and the Community Redevelopment Agency.

 

13. May I use any contractor I choose?

You may use any state licensed General Contractor, as long as the contractor meets the Community Redevelopment Agency’s qualifications.

 

14. I have had trouble with contractors in the past. What assurance do I have that this will not happen again?

Each contractor must have a state license and the proper bonding and insurance. Payments are made only after work has been completed. The Community Redevelopment Agency does not endorse any contractor. Each owner should check the contractor’s references.

 

15. There is someone on my deed that does not live in my house. Do I have to count that person’s income?

The person who is listed on the deed but does not live in the house must either: (1) Provide and sign an affidavit stating that they do not live in the house and that they know about the repairs, or (2) sign the agreements along with you.

 

16. Do I have to pay the loan off in 10 years?

No. The loan must be paid once the house is sold, refinanced, change of title, death of owner/applicant, or upon foreclosure. No additional interest accrues after 10 years.

 

17. What is considered disabled?

A doctor has certified the disability.

18. Who qualifies as a senior?

Any one 62 years of age or older is a senior.

 

19. How do I participate in the Program?
Complete the attached Initial Data Sheet and return it to the Community Redevelopment Agency along with COPIES of the following documentation:



Deed of Trust, Grant Deed or Quitclaim Deed
The most recent deed that has been recorded at the Los Angeles County Registrar Recorders Office. A recorded copy of your deed may be obtained at 12400 Imperial Highway, Norwalk

Income Verification (documents may not be more than 2 months old)

2 most recent check stubs, Social Security Statement, Veteran’s Benefit, Retirement Statement, etc.)

Federal and State Income Tax Returns or Affidavit stating that you did not complete returns for the past two years

Mortgage Statement or Booklet

Property Insurance Verification

Joint Consolidated Annual Tax Bill

Money Order for $85.00 (If you are going to use the Deferred Equity Loan Program ) Payable to the Community Redevelopment Agency for a Title Report
