The Disaster Mitigation Act of 2000, was designed to establish a national program for pre-disaster mitigation, streamline disaster relief at the federal and state levels, and control federal disaster assistance costs.  Since 2005, it has required state and local governments to prepare mitigation plans to document their mitigation planning process, and identify hazards, potential losses, mitigation needs, goals, and strategies. This type of planning supplements the City’s comprehensive land use planning and emergency management planning programs.
